What does the job involve?
Responsible for monitoring policy and regulatory frameworks related to the natural gas market in Brazil and developing compelling advocacy strategies to influence the development of regulatory frameworks.
You are utilizing your knowledge independently to solve highly complex tasks with a short to medium-term tactical impact/risk. You address key business challenges that align with Equinor’s short and long-term strategy via providing specialist support to your team and others. You independently communicate within the immediate team, across other areas, and towards key stakeholders from partners or external parties. You regularly navigate conflicting agendas and may lead negotiations with senior stakeholders. You resolve challenges, deliver improvements and contribute to shaping best practices. You promote change initiatives, demonstrate flexibility to adopt new highly complex activities/ways of working and advice others. You follow and comply with safety, ethics, and compliance requirements and align with leadership expectations and company values.
What will my tasks be?
Within This Position, Your Key Tasks Will Be To
- Monitor and assess the impact of policy and regulatory frameworks on the organization’s activities and strategy with focus on midstream/natural gas value chain and low carbon solutions.
- Stays updated on changes in regulations and policies at local, regional, and international levels.
- Prepare summaries of insights to support report development, identifying key considerations policy and regulatory response.
- Develop advocacy positions to influence the development of regulatory frameworks in support of the company’s objectives, collaborating with internal and external stakeholders to promote the company’s interests.
- Provide regulatory advice to Equinor midstream business in Brazil (e.g. natural gas commercialization issues, gas transmission/shipping requirements, gas balancing rules, metering and tax questions) and more strategical issues (e.g. review of development plans, engagements with ANP, authorizations required, ANP regulatory agenda).
- Engage with industry associations (such as IBP), government bodies, and other stakeholders to promote the company’s advocacy positions.
- Responsible for preparing and reviewing documents required to support natural gas activities in Brazil, such as authorizations, official letters/requests, public consultations.

- A bachelor’s degree in Law, Economics, Business Administration, Engineering, or a related field is required.
- A master’s degree in Law, Economics, Business Administration, or Engineering is preferred.
- Proven Knowledge on the Brazilian regulation for the natural gas sector – ANP resolutions, laws and decrees.
- Proven Knowledge on ANP’s different web-based systems (e.g. SEI, i-ENGINE) and preferably with a good relationship with the O&G agency.
- Fluency in Portuguese and English (oral and written) is required.
- Proven understanding of the rules of the Brazilian power sector and liquids sector is considered an upside.
- Proven understanding of international gas markets regulatory framework and de-regulation process is considered an upside – including but not limited to items that need to be developed in Brazil (e.g. storage, transmission integration, transmission contracts and tariffs, flexible market tools).
